Stoke City Council is proposing to pay 65% of the Council Tax as a maximum
to all claimants who are not in a protected group. The other local
authorities in our area are proposing 80% as a maximum. There are some
local authorities such as Wolverhampton which are opting to keep the current
system offering 100% Council Tax Support as a maximum. See

Stoke-on-Trent City Council is proposing to protect under 25s this is
because under 25s get less benefit.
They are proposing that the protection for disabled people is only going to
be limited to those who currently receive the Severe Disability Premium
(which won't exist under Universal Credit). The Severe Disability Premium
is only payable to people who get the highest rate or middle rate of DLA
care or Attendance Allowance or be blind (for couples both must qualify) and
have no non-dependants in their home and no-one claiming carers allowance.
Therefore there are lots of severely disabled people who do not get this
premium because they are part of a couple where one of them does not need care or have a non-dependant living with them or they have someone claiming Carer's Allowance to look after them.
